Rules Of Entry For Foreigners Into Ukraine Have Been Changed
The Cabinet of Ministers of Ukraine, by resolution dated May 6, 2009 (hereinafter – the "Resolution"), amended the rules of entry for foreigners and stateless persons into Ukraine, their exit from Ukraine and transit through Ukrainian territory (hereinafter – the "Rules") and also approved the list of countries, the citizens of which must provide evidence of their financial security for their stay in Ukraine, transit through Ukrainian territory and their departure.
According to the amendments, this selective examination of the adequacy of a person's financial security (i.e. in the amount of 20 times the figure for minimum subsistence* as established in Ukraine upon the day of crossing the Ukrainian state border by such foreigner or stateless person) must be performed by an officer of the State Borderguards Service during an interview with such citizens at the relevant checkpoint on the state border, as prescribed by the administration of the State Borderguards Service.
The Resolution also amends the terms for registration of passport documents for foreigners or stateless persons during shortterm trips to Ukraine. From May 15, 2009, the following persons shall also be subject to registration:
- foreigners or stateless persons from countries
requiring a visa
may stay for the term of validity of their visa, but for no more than 90 days of a 180 day period starting from the date of their first entry unless another term is established by international treaty; - foreigners or stateless persons from countries not
requiring a visa
may stay for up to 90 days of a 180 day period starting from the date of their first entry unless another term is established by international treaty.
The Resolution cancels the provisions of the previous version of the Rules which granted a right to stay in Ukraine for up to 180 days within a year for foreigners or stateless persons from WTO member countries without any additional registration with the law enforcement bodies of Ukraine.
