The Ministry of Labor and Social Security (MTSS) issued technical report number DNE-DML-OF-237-2019, on non-recommended Occupations for the categories of "Specific Occupation Worker and Temporary Residency".

The MTSS must determine the occupational activities in Costa Rica where workforce is required, in order for the Immigration Office to authorize or not the permanence of foreigners in the country to perform remunerated work involving displacement of the national or foreign work force regularized in the country, in whole or in part.

Given the growing volume of foreigners who have entered Costa Rica and the percentage of current unemployment in our country, this technical report limits the jobs that the Immigration Office can authorize. Therefore, the MTSS recommends not to authorize work permits to foreigners in the aforementioned categories, from October 7, 2019 through December 31, 2020.
