Canada launched two new pilot programs for caregivers on June 18, 2019 that facilitate the hiring of foreign caregivers.

  1. Home Child Care Provider Pilot (NOC 4411, excluding foster parents).
  2. Home Support Worker Pilot (NOC 4412, excluding housekeepers).

Both pilots provide caregivers with a pathway to permanent residence once they have two years of eligible Canadian work experience.

The pilots also allow the caregiver to bring family members with them to work or study while they are gathering their work experience.

Hiring a Caregiver From Overseas

Employers outside Quebec wishing to hire a caregiver from overseas must use the above two pilots.

This replaces the previous Temporary Foreign Worker Program system. If an employer submitted a Labour Market Impact Assessment (LMIA) application on or after June 18, 2019, the application will not be processed.
