OFAC designated the Foreign Minister of Iran for his actions on behalf of the Supreme Leader of the Islamic Republic of Iran ("Leader"). President Trump had issued Executive Order 13876 imposing sanctions on the Leader on June 24, 2019.

According to OFAC, Mohammad Javad Zarif, the global spokesperson for Iran's Leader, oversees a foreign ministry that coordinates with the IRGC-Qods Force, which is an agency of the Iranian government previously sanctioned by the United States.

All property and interests in property of Zarif, as well as any entities that are owned 50 percent or more by him, that are in the United States or are in the possession or control of U.S. persons, are now blocked and must be reported to OFAC. Additionally, OFAC regulations generally prohibit any dealings by U.S. persons, or within the United States, that involve sanctioned persons, their property or interests in property.
