The winter package was finally formally published last Wednesday. The Package proposes significant changes to the Third Energy Package of 2009. The "winter package" of proposals has three main goals:
- putting energy efficiency first;
- achieving global leadership in renewable energies; and
- providing a fair deal for consumers.
Key changes include:
- strengthening provisions relating to consumer rights;
- a framework for demand response aggregation;
- greater role and regulation of distribution system operators (DSOs), including the establishment of ENTSO-E;
- greater regulation of capacity remuneration mechanisms (CRMs) including market based non-discriminatory provision for CRMs;
- reform of the energy market to create a level-playing field for clean technologies in the market;
- end of subsidies for fossil fuels and market distortions by setting stricter limits on support schemes for reserve power;
- further refinement of the EU Network Codes and guidelines, including new rules for capacity allocation and congestion management;
- strengthening provisions related to retail electricity markets in relation to electrification of transport;
- increase the 2030 energy efficiency targets to untapped energy efficiency potential;
- proposing a target of 27% of energy consumption drawn from renewable energy sources by 2030; and
- the creation of Regional Operation Centres.
