Despite the closure of VRT stations, testing on certain vehicles covered by/awaiting a Community licence for the carriage of goods is permitted.

On 25 March, an exception to the previous order of all Vehicle Roadworthiness Testing stations in Malta and Gozo has been made. In terms of Legal Notice 102, 'VRT stations that are authorised to carry out roadworthiness tests on heavy goods motor vehicles and their trailers may remain open and shall only carry out vehicle roadworthiness tests on motor vehicles and their trailers that are covered, or that have a pending application with the Authority for Transport in Malta to be covered by a Community licence for the carriage of goods in terms of Regulation (EC) No. 1072/2009 of the European Parliament and of the Council of 21 October 2009 on common rules for access to the international road haulage market.'
