Anguilla Financial Services and Asia Pacific Offshore Institute (APOI) to Host Reception in Hong Kong

Shanghai, China – The Anguilla financial services industry will showcase its services to Hong Kong industry professionals at a cocktail reception on 9 September at the American Club in Hong Kong. The event is a joint venture between the Anguilla Financial Services Association (AFSA), the Government of Anguilla and the Asia Pacific Offshore Institute (APOI). Representing Anguilla will be Ms. Pam Webster, a partner with the Anguilla based law firm Webster Dyrud Mitchell and President of AFSA; Mr. Lanston Connor, the Government of Anguilla’s Registrar of Companies; and Mr. Carlyle Rogers, Deputy Commissioner of the Anguilla Financial Services Commission. Ms. Yvonne Tam is the event’s local Hong Kong organizer and APOI representative. The reception is in advance of the Anguilla delegation’s participation in the Asia Offshore 2004 Conference to be held 14-17 September in Shanghai and hosted by APOI.

At the reception Ms. Webster will present attendees with an update on the latest changes in Anguilla financial services, which include legislation for captive insurance, mutual funds and protected cell companies. Also, Mr. Connor will provide a demonstration of the Anguilla Commercial Online Registration Network (ACORN), the world’s first online and instant company registration system.

Speaking on the importance of the Asia market, Ms. Webster stated "Asia provides outstanding opportunities for Anguilla financial services. Anguilla has always been well received in Hong Kong, and we look forward to updating the finance and legal professionals about the exciting new developments that make Anguilla an even more attractive jurisdiction for corporate business, private client and wealth management."

Mr. Connor believes Anguilla’s political stability, modern legislation, and efficiency and quality of services makes the jurisdiction very competitive in the Asian market. Mr. Connor stated, "Anguilla, B.W.I., being a British overseas territory like the B.V.I., is in a position to provide the Asian market the best of both worlds. With our modern legislation and the efficiency of our world-class ACORN system, Anguilla, B.W.I., can provide Asia with financial services products in a fraction of the time required by other jurisdictions and with an assured guarantee of quality."

While in Hong Kong, the Anguilla delegation will also visit with Anguillian registered overseas agents based in Hong Kong. Mr. Connor expressed the importance of the Anguilla delegation’s visit, saying "It is very important to establish personal relationships in order to create a higher degree of trust and confidence in each other". Mr. Connor further explained "In the Asian culture the personal relationship is of paramount importance when doing business and it can make a difference in the level of success one achieves".

The Anguilla Financial Services Association (AFSA) is comprised of legal and accounting firms, trust and insurance companies, company managers, commercial banks, and stock brokerage service providers. AFSA promotes Anguilla as an international financial services centre, and represents its members on financial services regulatory issues both domestically and internationally.

The Government of Anguilla’s office of the Company Registrar is responsible for the registration of companies, partnerships, trusts, patents and intellectual property. The Registrar also is responsible for the registration of all overseas agents. The Company Registrar’s office hosts and maintains the Anguilla Commercial Online Registration Network (ACORN). As the world’s first online and instant company registration system, company management firms in Anguilla, as well as registered overseas agents, are able to conduct name searches, register corporations, and submit government filings online.

The Anguilla Financial Services Commission (FSC), formerly the Anguilla Financial Services Department, is an independent body responsible for the regulation of financial services in Anguilla. The FSC’s regulatory functions include the granting of licenses, enforcing compliance with anti-money laundering laws and the statutory regulatory regime. In addition to its regulatory responsibilities, the FSC assists the Government of Anguilla in reviewing legislative recommendations, and encourages the development of high professional standards through codes of conduct.

The Asia Pacific Offshore Institute (APOI) provides research, news and information on the offshore finance industry in both English and Chinese. APOI’s mission is to raise the standard of the offshore industry in Asia, to provide an international forum in Asia for information relevant to government and financial services practitioners, and provide a networking base for its members. APOI members include international government officials and financial services practitioners. There are over 25 countries represented at the APOI.
