Ontario continues to implement and refine its cap and trade program. Recently, Ontario finalized an Offset Credits Regulation (O. Reg. 529/17), began publishing Offset Initiative Protocols, and signed a tripartite agreement with California and Québec to create a joint carbon market.

The Regulation is intended to encourage development of technologies for greenhouse gas (GHG) reduction and removal activities. Offset sponsors and other interested parties are encouraged to consult the Regulation and Protocols to understand the requirements for undertaking offset initiatives.
