STF:
Constitucionalidade de parte do art. 3º da Lei nº
12.996/2014 que estabeleceu a possibilidade de que os
serviços de transporte terrestre coletivo interestadual e
internacional de passageiros desvinculados da
exploração da infraestrutura sejam outorgados por
meio de simples autorização, e, portanto, sem
necessidade de procedimento licitatório prévio.
