Heavy Vehicle Inspection Manual coverage expands

The roll out of the National Heavy Vehicle Inspection
Manual across Victoria and Queensland will improve vehicle
standards compliance and help reduce vehicle downtime, the National
Heavy Vehicle Regulator (NHVR) says. The manual, which is effective
from July 1, has already been in force in the Australian Capital
Territory, New South Wales, South Australia and Tasmania (29 June
2016).

Victorian farmer dies in quad bike accident at
Pomborneit
The tragedy comes amid calls from doctors and work safety
advocates for the vehicles to be made safer for adults and for
children to be banned from riding them. WorkSafe Victoria recently
tightened rules around quad bikes, requiring businesses to install
roll-over protection devices if they are used on a work site. The
new regulation is expected to come into effect within 18 months (27
June 2016).

Car auctioneer fined after forklift operator
killed
A Sydney car auctioneer has been fined more than $250,000
after a forklift operator was killed while unloading a truck at
Milperra in 2013. SafeWork NSW charged Pickles Auctions with a
breach of sections 32/19(1) of the Work Health and Safety Act
2011 (the Act) for failing to ensure the health and safety of
workers (23 June 2016).

High OHS fine passes Parliament
Victoria now has the highest maximum work health and
safety fine in the country, with a Bill amending the State's
OHS and workers' comp laws passing the Lower House .The
Victorian Treasury and Finance Legislation Amendment Bill
2016 increases the maximum penalty for a body corporate that
recklessly endangers a person at a workplace (a breach of s32 of
the OHS Act) from 9000 penalty units (currently $1,365,030) to
20,000 units ($3,033,400) (23 June 2016)

released
The independent panel appointed by Minister Robin Scott MP,
Minister for Finance to review OHS compliance and enforcement in
Victoria, this week released a discussion paper for public comment.
The discussion paper is available from the review
website. The closing date for submissions is 1 August 2016.
Builder convicted after fall leaves subcontractor with
broken spine
An Ocean Grove builder was today convicted and fined
$25,000 over an incident in which a plasterer suffered severe l
injuries after falling more than two metres from a work
platform. Vand Builders Pty Ltd pleaded guilty in the Geelong
Magistrates Court to one count of breaching the OHS Act
2004 for failing to ensure that persons other than its
employees were not placed at risk (22 June 2016).

There has not been an update on the SWA fatality statistics page
since June 22, at which time there had 76 deaths notified. To check
for updates, go to the Safe Work Australia Work-related fatalities.
The latest monthly fatality report remains that for January 2016
during which there were 15 work-related notifiable fatalities.

as set out in Schedule 1 of this Standard.
