- provision of a payment, akin to a commission, to small business for collecting PAYE style-tax instalments (from 1999-00) commitment of $5 million each year (from 2000-01) to ensure that small business in regional Australia have direct and personal access to Government programs
- provision of $40 million for small scale locally delivered enterprise improvement programs (assistance by way of direct grants or through the establishment of locally based enterprise improvement centres).
