Detroit could be out of bankruptcy as early as three weeks from now, as Judge Steven Rhodes has said he will issue his ruling on the city's historic Chapter 9 case the week of November 3.

If there are no delays, Rhodes' ruling would come after the November election. While the timing of the decision may be interesting, it's unlikely to be politically motivated, said Michael Sweet.

"Federal judges stay away from doing things that are politically driven," Sweet said. "I would not expect there's any connection with the Election Day and the ruling except coincidence."

"It's a ruling that everyone is eager to get and he made it clear from the beginning of the case that he wanted it to move quickly," Sweet said, noting the process should be cleaner due to previous settlements with Detroit's significant objectors. According to Sweet, it's "highly unlikely" Rhodes will deny confirmation. "He's not going to wait around."
