"Construction Law International", the magazine of the International Bar Association, has published an article titled "The Role of Consulting Engineers in Construction Projects in Ukraine", co-authored by Svitlana Teush, Redcliffe Partners (Ukraine), Lukas Klee, Klee Consulting (Czech Republic) and Roger Ribeiro, Currie & Brown (France). The article discusses recent developments and the future outlook for consulting engineers in Ukraine.
The year 2017 marked a turning point in the development of the relevant regulatory framework. Governmental resolution No. 1065 factored the role for consulting engineers into the system of quality control of road construction in Ukraine, referencing FIDIC's conditions of contract. New qualification requirements for consulting engineers were introduced, and guidelines adopted to help account for these services in the overall cost estimate of projects.
It remains a challenge to overcome the limited functionality and insufficiently independent role of consulting engineers in Ukraine, improve the quality of their training in accord with international standards and raise competitiveness of Ukraine's engineering industry in international markets.
