O Governo do Estado do Paraná lançou projeto de nova concessão ferroviária denominada de "Projeto Nova Ferroeste". Com cerca de 1.000 km, a nova ferrovia irá ligar a região de Dourados (Estado do Mato Grosso do Sul) ao Porto de Paranaguá, no litoral do Paraná. O projeto cria uma nova rota para escoar a produção agropecuária da Região Centro-Oeste até um dos principais portos do país.
O valor estimado para a construção da ferrovia é de R$ 10 bilhões. O projeto é, inicialmente, subdividido em dois trechos:
- Trecho 1: concessão estadual interligando o Porto de Paranaguá até o Município de Guarapuava/PR e
- Trecho 2: subconcessão federal ligando Guarapuava/PR até Dourados/MS.
Para a execução do projeto, o Governo do Estado lançou um Procedimento de Manifestação de Interesse (PMI), visando obter contribuições de empresas interessadas em elaborar estudos necessários à estruturação da concessão. Os estudos contemplam os seguintes produtos: Caderno nº 01 - Estudos Técnico-Operacionais e Ambientais; Caderno nº 02 - Estudos Econômico-Financeiros e de Externalidades.
