RENAPER Resolution N° 1740/2016 postponed the date for changing all handwritten ID documents to the new Argentine National Identity Card, to March 31 2017.

Therefore, starting April 1, digital Argentine National Identity Cards are the only ID documents considered valid in the country. The only ones exempted are people over 75 years old and others who are judicially incompetent.

In November 2016 a travel restricition was imposed (see http://www.marval.com/publicacion/el-dni-digital-sera-el-unico-dni-valido-para-viajar-a-paises-de-sudamerica-12880%26lang%3Den/,) and the Resolution now makes the new format mandatory within the territory as well.
