Together with Macquarie Capital, Milbank Project, Energy & Infrastructure Finance partners Dan Bartfeld, John Franchini and Roland Estevez, co-authored a case study titled "Revitalising A Crucial Power Plant" published by Project Finance International. The case study focuses on overcoming a unique set of challenges and the complex and creative path taken to successfully restructure and revitalize the significant power infrastructure project called Norte III. The case study notes that at the start of 2015, Mexico's Federal Electricity Commission commissioned the development of a combined-cycle power plant just south of Ciudad Juarez in the State of Chihuahua, Mexico, to help meet the growing need for electricity in the region. Norte III will be one of the largest combined-cycle power plants in Mexico and provide electricity to more than 500,000 houses.
