On 13 October 2009 the Cabinet of Ministers of Ukraine issued Resolution No. 1154, which limits both the use of particular drugs for medical purposes and increases in the price of medical products.

Following this on 20 October 2009 the Ukrainian Parliament adopted the Law "On Moratorium on Price Increases of Medical Drugs and Medical Products" (the "Law"). This Law may have a number of negative consequences; for example, it may result in limited access to medicaments, a severe shortage of pharmaceutical companies and the creation of a black market in medical drugs.

On 13 November 2009 the President responded by announcing his intention to veto the Law.
