The winter package was finally formally published last Wednesday. The Package proposes significant changes to the Third Energy Package of 2009. The "winter package" of proposals has three main goals:

  • putting energy efficiency first;
  • achieving global leadership in renewable energies; and
  • providing a fair deal for consumers.

Key changes include:

  • strengthening provisions relating to consumer rights;
  • a framework for demand response aggregation;
  • greater role and regulation of distribution system operators (DSOs), including the establishment of ENTSO-E;
  • greater regulation of capacity remuneration mechanisms (CRMs) including market based non-discriminatory provision for CRMs;
  • reform of the energy market to create a level-playing field for clean technologies in the market;
  • end of subsidies for fossil fuels and market distortions by setting stricter limits on support schemes for reserve power;
  • further refinement of the EU Network Codes and guidelines, including new rules for capacity allocation and congestion management;
  • strengthening provisions related to retail electricity markets in relation to electrification of transport;
  • increase the 2030 energy efficiency targets to untapped energy efficiency potential;
  • proposing a target of 27% of energy consumption drawn from renewable energy sources by 2030; and
  • the creation of Regional Operation Centres.
