The Ministry of Environmental Affairs issued Resolution number 0378 on May 13, 1997 in which it established that all new vehicles to be imported or assembled in Colombia must have a certificate issued by the manufacturer or the owner of the design previously approved by the United States Environmental Protection Agency, the European Union or an authorized laboratory.

Said Resolution indicates that as of January 1, 1998, all vehicles in Colombia, whether imported or assembled in the country, must have the "Dynamic Proof of Emissions Certificate" with the purpose of measuring levels of toxic emissions such as carbon monoxide, hydrocarbons and nitrogen oxides.
