Second Circuit Rules NSA's Bulk Data Collection Program Illegal

On May 7, the Court of Appeals for the Second Circuit ruled that the National Security Agency's
("NSA") bulk data collection program exceeded the
scope of Congress's authorization in Section 215 of the Foreign
Intelligence Surveillance Act of 1978. The court did not decide
whether the NSA's program is constitutional.
