The Emirate of Abu Dhabi, under the guidance of its leadership, aims to adopt a series of care programs and initiatives to improve the quality of life of its citizens by providing adequate housing, free health care, food support, and many other subsidised services that will enhance the life of citizens. In line with Abu Dhabi's vision of development that puts human well-being as a priority, HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, has issued Abu Dhabi Law No. 5/2019.

Establishing the Abu Dhabi Social Support Authority (the "Authority"), which falls within the framework of community development, included in the Abu Dhabi Program for Development. The program has four main axes: stimulating business and investment, community development, developing the system of knowledge and innovation, and enhancing lifestyle.

The Law affirms that the Authority will have an independent legal personality with full legal capacity to provide social support to its beneficiaries and to enable them to reach financial independence. The tasks given to the authority will enable it to prepare its strategy and policy, propose criteria and controls necessary to provide social support to the beneficiaries, and contribute with the concerned authorities in the development of programs to support the beneficiaries.

In December 2018, the Abu Dhabi Department of Community Development launched the Abu Dhabi Social Support Program to support low-income Emirati families in the Emirate and help the individuals find jobs corresponding to their potential and skills. Consequently, the Abu Dhabi Social Support Authority has been established to develop a database of social support beneficiaries, to promote a financial management culture, and enhance financial awareness, which will promote the well-being and comfort of national families.

The Abu Dhabi Social Support Program aims to empower families through financial support and economic empowerment programs. The social support program has been launched in Al Dhafra, Al Ain and Abu Dhabi. In order to provide the best service to national families, strengthen family cohesion and solidarity among its members, help families achieve financial independence, and ensure a decent life for all members.

The year 2019 brings a number of developmental initiatives that address the conditions of the Emirati citizen, leading to the provision of high quality and efficient services accessible to all, and that provide job opportunities for the elderly and the disabled in order to create independent families and a cohesive society.
