On 1 March 2018, at the Ukrainian Energy Forum, Dmytro Vovk, Head of the National Energy and Utilities Regulatory Commission first presented in public the proposed design of RES auctions in Ukraine. This is based on the one-stop-shop concept involving a package of land, grid connection and permit documents offered for an auction. The auctions will be necessary where the planned installed capacity is ≥ 5 MW for solar, or ≥ 10 MW for wind power plants. PPAs concluded following the auction will be valid for the term of 15-20 years. The lead times for the existing projects which have not signed PPAs before the Law becomes effective will be established (tentatively, one year for solar, and 2 years for wind power projects). It is commonly understood that there will be no retroactivity in implementing the auctions. The concept will be further streamlined, and the draft law will be elaborated during the next two months, and then presented for public discussion.
