Although the international framework for regulating climate change continues to be debated following the Copenhagen meeting, the most meaningful U.S. activity is happening simultaneously at the national and state level. Accordingly, this paper provides an overview of the highly dynamic but uncertain climate change regulation efforts now under way in a separate and intermittent manner by U.S. federal, regional and state authorities, while providing the roadmap necessary to unravel this complexity and anticipate future developments.
