The ITC has sworn in two new Commissioners.  Randolph J. Stayin was sworn in on August 23, 2019, and Amy A. Karpel was sworn in on August 26, 2019.  The Senate confirmed both Stayin and Karpel on August 1, 2019, and they replace two Commissioners whose terms expired.  Commissioner Stayin replaces Commissioner Broadbent, and Commissioner Karpel replaces Commissioner Williamson.

Commissioner Stayin earned his Bachelor's degree in Economics and English from Dartmouth College and his JD from the University of Cincinnati's College of Law.  After working for Senator Robert Taft, Jr. as his Chief of Staff, he spent several years in private practice representing clients in international trade matters.  In 2010, Commissioner Stayin founded a strategic international trade advice firm, where he was a CEO until earlier this year.  His term will expire on June 16, 2026.

Commissioner Karpel earned her Bachelor's degree, cum laude, from the University of Washington and her JD, cum laude, from the Washington College of Law at American University.  Commissioner Karpel started her career as a private practice attorney in Washington DC, representing clients in antidumping and countervailing duty proceedings at the ITC and the Department of Commerce, and litigating appeals before the Court of International Trade  and the Court of Appeals for the Federal Circuit.  She also spent over 13 years at the Office of the U.S. Trade Representative, most recently as its Chief Counsel.  Commissioner Karpel's term will expire on June 16, 2023.

Commissioners Stayin and Karpel join three other Commissioners – Johanson (Chairman), Schmidtlein, and Kearns.  The sixth Commissioner seat remains unfilled.  As a bipartisan agency, no more than three ITC Commissioners may be of any one political party.  Currently, three Commissioners are Democrats (Schmidtlein, Kearns, and Karpel), and two are Republicans (Johanson and Stayin).
