On April 10, 2018, FERC approved the Midcontinent Independent System Operator, Inc.'s ("MISO") proposed revisions to Attachment X of its Open Access Transmission, Energy and Operating Reserve Markets Tariff ("Tariff"). Specifically, MISO proposed to require interconnection customers seeking to modify their elected level of Network Resource Interconnection Service ("NRIS"), to do so earlier on in the generator interconnection process.
On February 9, 2018, MISO filed proposed revisions to its Tariff in order to change the deadline for an interconnection customer to modify the level of NRIS for an interconnection project. MISO stated that under the existing Tariff, an interconnection customer could revise its level of NRIS up until the commencement of the Facilities Study for network upgrades. MISO stated that under this deadline, changes in the level of NRIS later in the process increased the likelihood of the need for MISO to conduct a restudy, and that by moving the deadline for changes up to an earlier point in the interconnection process (to Decision Point II, which occurs at the end of the Definitive Planning Phase II), unnecessary restudies are prevented.
In its April 10, 2018 order, FERC accepted MISO's proposed Tariff revisions, finding that the revisions streamline the timeline of the interconnection process and prevent unscheduled restudies. FERC stated that these revisions allow for all final levels of NRIS chosen by interconnection customers to be available for use in the final system impact study in the interconnection process.
