In response to a petition filed by the Sierra Club, the Environmental Protection Agency (EPA) issued a final rule on May 22, 2015 requiring 36 states to revise their State Implementation Plans (SIPs) concerning treatment of emissions during periods of startup, shutdown, or malfunction.
