On January 7, 2015, U.S. Customs and Border Protection (CBP) posted to its Cargo Systems Messaging Service (CSMS #15-000011) a notice to importers and other filers of documentation pertaining to the importation into the U.S. of any goods, services or technology from the Crimea region of Ukraine. The CBP notice pertains to specific documentation required to establish the applicability of OFAC's General License No. 5 to the import transaction that claims import authorization pursuant to General License No. 5 that are "authorized through 12:01 a.m. eastern daylight time, February 1, 2015."
CBP will be requiring "filers for shipments from Crimea or shipments transported by Crimea shippers to provide purchase orders/or executed contracts showing when the order and/or contract went into effect. Such documentation will be required through 12:01 a.m. eastern daylight time, February 1, 2015, after which General License No. 5 expires and Executive Order 13685 takes full effect."
