The New York State Gaming Commission today released the Request for Applications to Develop and Operate a Gaming Facility in New York State.

The 81-page RFA serves as the basis for a proposal to build a gaming facility under the Upstate New York Gaming Economic Development Act of 2013.  As part of the Application, each applicant is required to receive a resolution endorsing the project from the local legislative body in the municipality hosting the facility.

The RFA focuses on three categories of evaluation: Economic Activity and Business Development; Local Impact and Siting Factors; and Workforce Enhancement Factors.  Those three categories will be scored 70, 20 and 10 percent respectively.  The RFA also contains a detailed list of post-licensure responsibilities for the applicants.

All applicants are required to participate in an April 30, 2014 Applicants Conference and applications are due June 30, 2014.  Payment of the $1 million application fee is a prerequisite for admission to the Applicants Conference.

The RFA contains the following complete application schedule.
