Orange County's Environmental Protection Division (EPD), announced proposed revisions to the Orange County's Water Quality Management Ordinance yesterday. A summary of the proposed changes as prepared by EPD is attached below for your information.

As proposed, the revisions will repeal duplicative regulations related to EPD oversight of wastewater permitting and will consolidate existing language regarding prohibited discharges to waters of the County. In addition there are proposed revisions regarding the National Pollutant Discharge Elimination System (NPDES) standards.

While the revisions as proposed were recommended by the majority of the County's Environmental Streamlining Task Force (ESTF), the revisions are still in DRAFT form. There is still time to provide comment and input to the County regarding the proposed revisions.

The proposed revisions will be presented to the County's Environmental Protection Commission (EPC) on September 26, 2012, at their regularly scheduled meeting (8:30 AM, Panther Conference Room, EPC Division Offices), as well as to the County's Development Advisory Board on both November 7th and November 28th, 2012 and finally before the Local Planning Agency on December 20th, 2012 and January 17, 2013. Approval before the Board of County Commissioners will follow thereafter.
