Proposed Amendments To Offshore Chemicals Regulations And Oil Pollution Regulations
A recent DECC consultation proposes amendments to the Offshore Chemicals Regulations 2002 (OCR) and the Offshore Petroleum Activities (Oil Pollution Prevention and Control) Regulations 2005 (OPA) so that the Secretary of State may take action against operators of offshore installations for the unintentional release of chemicals.

REACH – Issues Emerging In The First Month Of Pre-Registration
The pre-registration of chemicals under Regulation (EC) No 1907/2006 (“REACH”) started on 1 June 2008. By 13 June 2008, the European Chemicals Agency (ECHA) had received pre-registrations from 1,427 companies and had created 7,360 pre-registrations.

Period Of Pre-Registration Of Chemicals Under REACH Has Begun
The Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulations allow manufacturers and importers of chemicals to pre-register certain chemicals with the European Chemical Agency (ECHA) in the six-month period from 1 June 2008 to 30 November 2008.

REACH Regulation To Come Into Force
The Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation (EC 1907/2006) will come into force on 1 June 2007. Notably, as a Regulation and not a Directive, REACH will not require national transposing legislation to be implemented and will have direct effect from June. REACH will affect manufacturers, importers and downstream users of chemicals.

New Asbestos Regulations To Come Into Force
On 13 November 2006 the new Control of Asbestos Regulations 2006 will come into force. The new Regulations will consolidate and replace the existing legislation on asbestos exposure in the UK. In addition, the new Regulations will introduce a lower control limit for all types of asbestos, a requirement for mandatory training and will remove work with asbestos-containing textured decorative coatings from the licensing regime.

Privatised industries - High Court ruling on liability for clean-up costs
In a judgment handed down on 17 May 2006, the High Court has held that National Grid Gas plc will be liable to contribute to the cost of remediating a site in Yorkshire that it never owned and which was contaminated by former gas companies prior to privatisation.

UK RoHS Regulations published
