Latest Developments

As a reminder, the frequency of planned inspections by the State Labor Inspectorate (the Labor Inspectorate), as stipulated in Resolution No. 197 of the Government of the Russian Federation "On changes to several acts of the Government of the Russian Federation" dated 16 February 2017, depends on the risk classification of the employer's operations.

To be specific, the Labor Inspectorate carries out planned inspections according to the following frequency:

  • for high risk companies – once every two years
  • for substantial risk companies – once every three years
  • for medium risk companies – no more than once every five years
  • for moderate risk companies – no more than once every six years

Companies whose operations are classified as low risk are not subject to planned Labor Inspectorate inspections. The decisions on the high-risk classification are made by the Chief State Labor Inspector of the Russian Federation; the Chief State Labor Inspector of the subject of the Russian Federation makes decisions on other classifications.

Information on the classification of the operations of a company-employer as high risk or substantial risk can be obtained in the list published on the official Rostrud website: https://www.rostrud.ru/rostrud/deyatelnost/?CAT_ID=9517.

If this list does not contain information about the company-employer, this means that the company's activities have been classified as medium risk or moderate risk. To obtain information about a particular risk classification of an employer's operations, one can inquire with Rostrud.
