On July 12, the Mexican government issued (source document in Spanish) a working
document for National Cybersecurity Strategy. The document sets
forth guidelines for individuals, companies, and public entities on
how to use information and communication technologies in a secure
manner that promotes the economic, political, and social
development of Mexico. The Strategy has four strategic pillars:
economy, society, government, and national security. The Strategy
is also informed by eight cross-cutting principles: legal
framework; development capacity; coordination and collaboration;
research and development; technical standards and criteria;
measurement and assessment; awareness, culture, and prevention; and
critical information protective infrastructure. Following the
Strategy guidelines will be mandatory for the executive branch of
the federal government, while other public and private-sector
entities may adopt it in a voluntary and cooperative manner.
