On 3rd December 2012 the Department of Transport, Tourism and Sport together with the Irish Aviation Authority hosted a conference to hear from stakeholders in anticipation of developing a new national aviation policy. The Issues paper is the second step in the process and through it the Minister seeks the response of the industry to the issues canvassed. It is expected that following submissions, a draft National Aviation Policy Statement will be issued in the second half of 2013. The issues list include: Airports; Air Services; Regulation and Governance; Aircraft Leasing and Financing; Aerospace Maintenance, Repair and Overhaul; Education, Training and Employment Rights.
The section focusing on Aircraft Leasing and Financing identifies 2 policy decisions: (i) support for Ireland’s leasing platform through network of double taxation treaties; and (ii) potential enhanced role of the IAA through registration of aircraft based in locations other than Ireland pursuant to mechanisms in the Chicago Convention.
