In Turkey, the Energy Market Regulatory Authority ("EMRA") regulates and controls the energy market. The Ministry of Energy and Natural Resources ("MENR") is responsible for creating energy policies in coordination with related institutions and public authorities.

Electricity market activities include generation, transmission, distribution, wholesale and retail, retail sale services, and trade, import and export activities performed by legal entities operating in the market which are subject to the Electricity Market Law.

All private sector legal entities subject to civil law operating in the market are to be established as incorporated or limited liability companies in accordance with the provisions of the Turkish Commercial Law no: 6762 and, as per the provisions of the capital markets laws, the shares of the incorporated companies, excluding the ones listed in the stock market, shall be registered to name.
